Were to spend the money Options

I am thinking of setting around 600$ into the celica.
I have no clue exactly what I wanted the finished project to look like, so i figured I should ask the experts
here are some off the options I was thinking of

- kyb struts and tein s.techs (around $250-300 for both?)
- scion tc rims (They seem to be pretty cheap off of www.scionlife.com ~300 with new tires)
- Brakes done (??? price)
There is this wierd sound that can be heard only when my window is down and im next to a wall, the only was i can describe it is it sounds like a chattering that increases with speed, at autotech we put my car up on the lift and the axles seemed fine, and the wheels wouldn't move at all when i tried to move em in and out or side to side, so i dont think its bearings, but the inside of the brakes seemed pretty scored up and scratched, so im thinkin that may be the problem.
- I am also trying to decide on spoiler-less or gt4 risers (0 or 150$)
- the necessary exhaust , thnking about magnaflow muffler with a reonator and 2.75' piping from a local shop. (200$?)

Any input would be very helpful, Iv been thinking about what to do with it for a while now, and the car seems better than getting a ps3, plus she needs some luv
I would be very thankful if somebody would do a photoshop or two to show me what the car could look like.
(droped, spoilerless, tc rims, gt-4 risers, and maby a small body kit)
