cheaters never win. I wish E-bay would use the 15min rule similar to Gunbroker.com's set up. Every bid adds 15 min to the auction time. That way sellers could get market price for their goods and people whom thought they were getting a good deal don't get screwed in the last "2 seconds"

However, on your first point - its not cheating if the system allows for it. Its like a person who takes a legal tax deduction.
