if this is even oxidized paint or not is there a way i can buff it out or somethin, or do i just need a new paint job? i think its cause the person who had it b4 me never washed it and let it sit in the sun to long w/e it was wet...? when i scratch the white lookin stuff it seems like it comes off but that would take forever and idk if im makin it worse or not...

they make chemicals that eat away the top layer of paint. I dont recomend this for other parts of the car. I'm assuming the old paint is not salavagable.
after you use it. you need to wash it off and use sealer and wax to buff it back to a shine. It wont look like clear coat. But I wont be as ugly. |

I'll be repainting the car anyway so I have nothing to lose. it can't look any worse then it already does. I'm through all the coats of clear and like 1-2 of the base color coats.
