oxidized paint? Options

if this is even oxidized paint or not is there a way i can buff it out or somethin, or do i just need a new paint job? i think its cause the person who had it b4 me never washed it and let it sit in the sun to long w/e it was wet...? when i scratch the white lookin stuff it seems like it comes off but that would take forever and idk if im makin it worse or not...

Could be condensation getting between the paint and the clear coat.

or the paint might need conditioning.

Start by giving it a good going over with T-Cut...if that does no good then........
If your feeling brave then try rubbing it down with the finest wet and dry you can get (1200grit with lots of water IIRC) then T-Cutting it followed by the usual polishing methods. Go easy though as you dont want to rub right through the paint to the primer layer.
