ok so i got my new turbo in and i have the vac line from the wastegate on the bottom of the boost controller and the other hooked up to my vac system ........ when i take off its not opening the wastegate and constantly building boost so i switched the lines and its still doin the same thing ....... what am i doin wrong??

Look like your wastegate is seizing.
Try moving the rod back and forth abd see if it's stuck. Better yet, if you have an air compressor (or a bike pump), hook that up to the actuator and see if the rod moves when you applying pressure to it (say 10 psi) -------------------- _Gary
