It's based on the latin word caelestis meaning:
"heavinly", "celestial", or "of the sky" when used as an adjective, or "a god", "dweller in heaven" when used as a noun. So in latin it would be: cha lee ka But it is closer in spelling to the Spanish name Celia which comes from the latin word caelestis so an argument could be made that it should be pronounced with the Spanish pronunciation: Say lee ka Personaly I'm a lazy American so I say Sell ick ah. But I really think it all depends on where you're from and who you talk to.
