Making a blanket statement like that is a little bogus. Any high quality CIA will normally increase hp by about 2-4. This has been proven by numerous tuning shops and magazines on almost any car; including the NSX. (which saw about a 3hp increase through it's entire power curve when fitted with an AEM CAI) In the case of this celica, we're also talking about ram air. Now here's where things get a little fuzzy. At low speeds and at full throttle (i.e. on the strip), I'd guess this celica could see anywhere between 5-8hp gains. The problem is with ram air like this is, at high speeds it's going to create high pressure in the engine bay because that gaping whole, and air is going to start going over/around that intake, resulting in probably a loss of hp.
