O/D off is the tale-tale lamp that tells you that OD is currently disengaged. There shoud be a switch on or near your shifter/gearstick that turns it on and off. OD is an extra gear for cruising at high speeds. It lowers the engine revs, thus reducing the work the engine has to do, saves fuel, reduces engine noise and reduces wear and tear on the transmission (because the engine is running slower).
