rust treatment Options

I am looking for some advice on my Celica GT. I have had it as a daily drive since new. It is a 1999 T Reg. A UK model. I understand that Toyota GB were one of the better companies at the time for initial rustproofing of their cars. I do around 18000 miles a year, mainly motorway driving so the car has been subjected to its fair share of slushy, salty roads in the winter.

Overall, the car is in good condition but some materials and surfaces in the engine bay are starting to show some signs of rust and corrosion. Many of the metal bolts that hold the undercarriage plastic rain protectors in place (these bolts seem to have very poor or no rust resistant coating applied at time of manufacture) are rusted and some have 'fused' to their bolts - even a stiff wire brushing and several treatments of penetrating oil won't free them.

Have I left it too late to rust-proof? Perhaps I don't need to worry about rust yet and the rust treatment that Toyota GB applied at port of entry will be good for another 5 years or so? Or perhaps now is the perfect time to apply some rustproofing?

Look up a product called POR15. Basically converts rust to a paint-able surface and it is highly recommended. As for rust on the undercarriage bolts etc, you might as well just change them.
