is it normal for new brake pads and rotors to smoke when you stop after you just got them put on?

Nope... are you sure you didnt put them in backward? with the metal backing of the pad against the rotor? i could see that kind of metal to metal contact causing it to smoke... but definitley not the brake to rotor contact.
