is it normal for new brake pads and rotors to smoke when you stop after you just got them put on?

well... first off.. i didnt put them on.. also.. i just found out that the rotors have a special coating to keep them from rusting and that may have cause the smoking.. also.. my e -brake was tightened too much which cause it to also heat up rapidly and smoke.. they are fine now and the person who put them on said they will smoke for about the first 15 miles.. just got the car inspected and got the e brake fixed ... new brembo rotors and mintex pads
