Throttle getting stuck slightly open Options

Ok, here's whats going on. After using the gas pedal, when I disengage the clutch, sometimes my RPM's stay up anywhere from 1500 to 3500. If I just tap the pedal, it goes back down to normal idle speed. I figured my cable or something in the throttle body was getting worn out. With the car off, I went and messed with the throttle from inside the engine bay, and it was perfectly fine. With the engine on, I can feel the resistance. I sprayed WD40 on the TB, that did nothing. I checked to see if the cruise control was messing with it, and nope. So now I come to you 6gc. What's going on?

I was having a similar issue a while back. I would come to a stop and my pedal would stick, so I would have to slam on it to free it up.

I sprayed carb cleaner onto a rag and stuffed the rag into the TB and gave it a good cleaning. Never did it again.
