 Car running rich |

I think my car is running a bit rich , the exhaust has alot of soot or carbon or whatever and when i start it in the morning there is a really heavy smell of gasoline coming out of the exhaust that only goes away after about 20 minutes of driving ... how do it tune the engine to fix this ?

well , it went down this last 2 tanks , its like 21 now !! .... i checked my tires and they were VERY under inflated so i filled up and i hoping for improvement , the car is defiantly running rich , i can smell gas in the exhaust when i start it in the morning
