 Car running rich |

I think my car is running a bit rich , the exhaust has alot of soot or carbon or whatever and when i start it in the morning there is a really heavy smell of gasoline coming out of the exhaust that only goes away after about 20 minutes of driving ... how do it tune the engine to fix this ?

UPDATE: i recently noticed that the heavy smell of gasoline that i smell after i start the car in the morning is actually coming from the engine bay , its also from the exhaust but the smell from the engine bay is ALOT stronger ... what could it be ?
