I f they are lax. Should they be changed?

how do you know when they are bad? will suspension be vibrating?

Let's clarify.

The tie rod joints should have ZERO play [inner and outer].
The ball joints should have zero play.

You can move the entire tie rod in and out as long as your steering isn't locked.
That should move freely.

If you can't tell because your steering isn't locked, lock the steering [turn the wheel with the key out until it locks] and then check for any play.
There should be just about zero [you might get a tiny bit from the lock mechanism on the steering column].
