depends from state to state, go to local copshop and find out.... I'm it doesnt matter in IL as far as i know... I'll find out before, so i dont waste 50bucks....

I live across from him and my 85 GTS key can open and start his car..... april fools day.. I took his steering wheel.. quite funny.. sadly he knew it was me 5 minutes later..
