I know this typicaly has to do with alignment and tire balance. I was curious if after you all got after market 17" rims, though it takes longer to reach that speed, you dont shake anymore right? Im hoping when I get thoes it will fix everything.

Steering wheel shake/vibration IS caused by wheel balancing and wheel alignment.
So once you've sorted that...problem fixed. As far as reaching a certain speed is concerned, this depends upon the overall diameter of your 17" wheels including tires against standard/original diameter. A smaller overall diameter than standard will give you better acceleration, lower high speed and a speedo reading higher than actual speed.
