I found a set of Tomei valve springs for my 3rd gen 3sge. going from bone stock, what exactly would swapping out the springs do for me?

Springs do not do anything for you.
you get no performance and no power out of it. (all else equal) They merely support the mods that DO make you power and allow those mods to continue to make that power. IE larger cams, ability to custom tune your maps, oversized valves, lightened rotating assembly. they are a supporting mod to stabilize the valve train when raising your RPM range.
