 Operating Temperature, Car won't reach it |

Trying to diagnose my problem and I can't seem to figure it out. My car won't reach its operating temperature unless I got it opened up on the highway. As soon as I slow down the temperature drops. Any suggestions?

Real Cold weather in combination with you using the heater core at maximum temp and highest fan speed?
