whats that best oil to use on a celi?

I suggest a TRD oil filter :L(ultra filteration & flow) Unless you live in Europe and the OEM Toyota filter is the same quality/build as the TRD oil filter. About the Oil: On a rebuild engine I wouldn't use anything else then Motul, otherwise every reknown brand is good enough. Castrol/Mobil1 etc -------------------- JDM Powerplant installed, BPU coming very soon!
