 license plate problem |

ok well whoever put on my license plate was an idiot and put it over the back one so now there are two top bolts on the top part of the back one and the bottom two bolts are going through each of them to hold them on to the rear of the car, well with my new 2 12" mtx box in the trunk i get the horrible rattling sound on the license plate and since there are two of them it sounds even worse. What should i do about this . Oh ya all the bolts on the plates are rusted tight and i cant even get anything around them to take them off.( dont have a bolt cutter either)
 also what can i use to hold a license plate on front? I got pulled over for not having one and when i put one on a week later it fell off ie need license plate holder for font.

i think dynamat would help. and did u get a ticket for not having a front license plate or just pulled over?
and i have an mtx 12" sub too
