sounds like the brakes are lightly scraping the disks cant hear when going fast since wind noise but when you hvae the window down and going pretty slow you can hear it a bit,

Also be sure you have the triangle shaped return springs still attached - this could caus what you're hearing and is pretty common to be missing.
