The best way to get good lasting results is to patch it. cut a patch out, weld it on, grind the welds down, if the height between the patch and the fender is more than 1/4 inch thick, use short haired fibre glass (if not then you can just use fill). Sand that then use fill (if the fibre glass was requirede) then use putty to make everything smooth and catch the fine mistakes your fill didnt. Then you prime and paint.
