JUST to let everyone know I am a registered apprentice in bodywork and paint so if you would like to know any information or tips on either, or let me know and i will give you some advice to the best of my knowledge!! doesnt matter, id say weld on the front of the fender, BUT MAKE SURE TO CLEAN UP THE SURFACE FIRST, or ur welds will have much porosity in it. u need a grinder for that. I will be honest i have never used sheeted fibreglass, here its ike fill, there is a resin that you mix in the formula and then you are able to sand it just like fill. And yes dont grind too far because cars theses days are made out of 20 gauge metal n(very very thin), amd yes then u fill it then put putty...then prime and paint
