So , what kind of car out there can be bought used for under 15k,that are reliable enough and have a minimum of 200 HP ??

You can get a Honda S2000 for under 14k. I did and I'm loving it. Here is a picture side to side for comparison. It's a little smaller than the Celica, but it's an extremely fun car to drive. It would be sad to see your celica go though
