So , what kind of car out there can be bought used for under 15k,that are reliable enough and have a minimum of 200 HP ??

WRX are very reliable if you dont beat up on the transmission.
And you can get alot more HP out of them easily. You said no to most cars everybody mentioned for various reason, you will NOT find the perfect car you know?
