i can't really rmb... is it supposed to whine when you turn ur car onto the 'on' position?

ok.. i don't hear my walbro when i turn the car to the 'on' position.
also, i'm not sure if i'm doing it right, but i used a paper clip, made it straight, n stuck it into FP and +B and when i turned it to 'on' position, i don't hear it. when i turn my car on. i think i do hear it whine tho. also i just noticed, i can smell fuel after trying to start it i just did like a 30sec wideband datalog... so i guess i am running too rich? when i turn car to on, afr is 14.0... drops to 12.4 when i start it and gradually drops to 10.0 while rpms are 0-3000... i guess that explains the gas smell wen i get out?
