I need a valve that only opens when the throttle is fully engaged (hard acceleration) but stays closed then idling/cruising.

Here's what I want to do:
 BTW, this isn't a picture of my celica engine bay but it's shows you what I'm trying to achieve. Basically, it's a "two-stage" air intake system, where one air filter is always open and the second one only opens when you need it.
