If they are on does that make the car jack unusable?, pretty simple question that i dont know the answer to

i guarantee 100% that the vert skirts will never interfere with jacking up the car
 Otherwise, get one of the 10-20 dollar canister jacks at your local auto shop. They shouldn't mess with the skirts as they'd go around them.
