On the topic of heats steering wheel -
Snowmobiles have heated grips that run on a low voltage system (12v or less) - perhaps they could be adapted to your steering wheel or maybe a tight fitting cover that can be removed during the non cold months? Just an idea that I thought of when I seen your post and was surprised it hadn't been brought up.
