k so im plannin to get an RSX-S and this came up

It just means the owner had a loan on the car. Don't worry about it.
As for a shop to look at it, ask the dealer for the notes from their inspection, and find a shop in a 15-20 mile radius of the dealership and schedule a quick inspection. Get their notes, and compare against the dealership. I guess I was fortunate, because when I bought my WRX I took it down the road to the tuning shop that rewired the Yelli Celi for me and had the owner personally inspect it with me.
