Good coilovers to a good price?

I want to lower my car, since I will get 17 or 18" wheels on it. But, I dont want the ride to be harsh. Here in Norway we dont have so great roads, and especially not here where I live. It must be street legal (TUV). What are the recommendations? KW? Spax?
