 Fan doesn't pop on |

Previous owner wired it up to a switch, so when needed its always on... I'd like to fix this before the summer! I'm pretty sure its an easy fix, but I'm new to the car and have yet to dig in... where should I start looking/testing to get this issue patched up?

there's a few things to test
1. Coolant temp sensor 2. Fuse 3.
