 idle problems, My car is idling very oddly |

Whenever I turn my car on the rpm's are at 2 and they'll stay there, if I brake hard they may start going up and down between one and two thousand. Any ideas anybody?

Would somebody please explain to me how I can adjust my tps? if it is possible to do so.
