I need a quickfire way to spend the least amount of money, to get the most amount of power out of my GT (UK)

Sorry about the lateness of my reply, i have free internet at university but not at home! I have a 1997 2.0 GT. 173 bhp is standard i think. i want to spend about £1000 - £3000 in total, including stuff like bodykit, alloys and ice (thats in pounds! - not sure about in dollors??!). I can get a cheap exhaust system and alloys, but not sure about engine mods.
also, I heard that my engine can't handel a turbo, well it is not good for the engine or something?, not to sure about nitrous either, tooo many risks envolved! how much power does the US celica GT have???
