 5SFE Ignition Timing help please |

So 2 weeks after I installed my 98spec 5S, i discovered that my timing is at 5degrees (obd scanner) vs 10degrees in the manual. I tried turning the distributor but it wouldn't budge much. Does this mean I did the timing belt wrong and installed the belt 1 tooth over? Thanks!

i scanned it with a old fashioned light and a OBDII reader. I am sure the OBD way works because they both say 5degrees.
