I checked the wiper fuse and it is okay.. I felt the wiper motor and it is pretty hot.. There are a few wires that go to the motor and i would like to jump the wires to test. If the Motor is bad is there instructions on replacement..

The only time I had problems with my wipers was the plug to the motor was loose. Take the plug out and make sure it snaps into the motor.
Aside from that, I doubt the wiring would be fouled. I would look for a replacement motor first. Sorry I can't be of any more help -------------------- 1991 MR2 - T-tops - Crimson Red - Gen3 3SGTE - Lots of money
