I found a bodykit online http://www.bodykits.com/VIS-Racing/Body-Ki...-Body-Kit/5711/
now i know VIS is not going to fit like a veilside, but has any one had experience with this kind of kit? also if you could check the link, and tell me if its a reasonable price for this kit? Im not really sure of any of this.

Also i want to have it put on correctly so i will be bringing my car to an autobody shop to have it put on. does any one happen to know a rough estimate of installation? (not having it molded) If any one can like break down the pricing of like, getting it installed, and having it/ the whole car painted? (not going with crazy custom paint just normal paint)

Most people on this site that drive celicas with veilside-like bumpers have purchased it from companies such as vis. There is nothing wrong with those kits except that it will require custom fitting and modification. Most OEM bumpers do not require custom fitting because they were already pre-drilled for respective body types.

You can install the kit yourself much like most of us on this site. At that point you will be saving at least $1500. For another couple of hundred your body show will finish up things for you prepping it for paint, molding if necessary etc. Paint is your biggest concern. Maaco offers packages from $400-2000+++ and mom and pop type shops can charge anywhere between 4-25K for a paint job.

Just an fyi. There is no such thing as a perfect fit when it comes to body kits. Not unless you spend your dollars buying veilside products and even then you will have to trim it a bit.
