I think it was a customer that put it there. When you pick up take out food at a Chinese restaurant, they usually have the order number (in this case 738), and they wrote down that it was "paid" most likely because the customer walked in, ordered the food, and then paid first. If it was the delivery guy's car, then the receipt would have most likely not said "paid" on it.
It's actually really common to find receipts and stuff stuck under rugs. I found a bunch of receipts from all kinds of places inside my car.
