hey bro this is easly fixable if you have a home depot near you or advance auto or autozone in my experience home dpot is the easiest an best to use but they all sell similar stuff wut you need is a liquid solution i dont remember what its called but its in a clear bottle with red lettering an green liquid what you do is brush this solution onto the metal and leave it for five minutes wash with soap and water and reaply if needed this will be one of the only ways to stop the rust as sandig will only clean the surface this solution penatrates through the pores of the metal and temp. seals the metal surface then all you need do is primer then primer seal it or fiberglass but if you dont use this solution an just fiber glass over the rust it will continue to spread under the fiber glass just go to home depot and in the paint isle as the guy for a deruster he can tell you wut it is/where sorry didnt know if anyone else covered this but on my way out an didnt have ebough time to read it as im on the way out if you need the nme i can get for just let me know
