i have 215/45/17's on the rear that are 17x7's with a 38 offset

i have 205/40/17's on the front that are 17x7's with a 38 offset

what size spacers do i need front and back to be flush?

on the rear im also cambered on the rear 1.5 degrees

^^^ yeah, that's what i'd do. 25f/30r would be better, but thats kinda sketchy.

(actually i would just buy 17x8s or 17x8.5s; you can't pull off the proper flush look with a 7" wide wheel)
