Hi this is probably a stupid question but is switching from a preface bumber to a facelift bumper a direct swap?

ST, GT, 94-95, 96-99, doesn't matter. They all use the same bolts. Even the GT4 bumper uses the same bolts, even though it has a different crash bar and upper support. To answer the OP's question, the facelift bumper will bolt right onto a preface car with no issues.
