I want to know how you install the hid kits in the celica 95 on both high and low beams so both can be kept on at the same time. or i is it a bad idea?

Dumbest idea ever. HIDs in a halogen housing = ricer who doesn't care about the safety of others.
Save your money kid and buy projectors. Then get your fancy HID kit. Until then by some Silverstar bulbs or some Phillips bulbs. -------------------- 1991 MR2 - T-tops - Crimson Red - Gen3 3SGTE - Lots of money
