I am in northern Illinois i have steelies on my 94 and I am looking for stock alloys with good rubber or some after-markets no bigger than 17 also with good rubbers.

I bought 17" Scion tC wheels for $280 from Craigslist. The wheels are pretty badly curbed and two of the tires were close to needing replacement, not to mention that there were two different sets of tires on the wheels. So for $150...you might be able to score badly curbed OEM five-spokes and four different brands of extremely bald tires.
