would like to ask about piping size when we say 2inch or 2 1/4 or 2 1/2 so on, is this the inner diameter or outer diameter? and what gauge or pipe thickness is best if I go stainless, some say that you connot use stainless on a turbo set up pipes will crack is this true

i asked a shop about how much they would do a custom header made of stainless steal from the 4th gen 3S-GE Beams Redtop header manifold design and they said about $800. how does that price sound??? I'm here in Southern California
