As a college student wanting performance the best parts you can get are:

1) Regular, routine maintenance
2) A savings account
3) Patience

For a Celica, performance is an expensive goal - the only real ways to get it are to spend money; swap in a 3SGE Beams or 3SGTE or turbo your 5SFE of 7AFE if you want speed/HP OR drop it on coilovers, add sway bars and strut bars, and then some basic weight reduction to make it a nimble handling auto-x vehicle.

The cheapest things you can do for your celica to add a little pep would be an air intake (~$50), header (~$100), and then exhaust (~$350) although that'll only give you about an extra 15HP at most.

I recommend you save as much as possible during college and just make sure your car is well-taken care of so that when you graduate and get a job the car is still an excellent starting point for what you want.

Good luck.
