They can get away with it because the product is "exactly as described" and they ship it out quickly. Check the Ebay link I gave- that seller made sure that they highlighted the word "resistor" everywhere they described the product. That way, when you don't get an actual computer chip for more power, they can make you read the ad again to show that they only sold you a resistor.
