Gen 3 check engine 31 code, can anyone help out? Options

A buddy and i just finished our gen 3 swaps. One into a mr2 and one in a celica and we are both getting a code 31. we have swapped over sensors from one car to the other hoping to track down the problem but had no suck so far. anyone ever have this code on a gen 3 and what did you do to fix it? Any fresh ideas are welcome!!!

We both have new o2 sensors, cap, rotor, wires, and plugs so that should rule out the basics

The car can idle half decent but runs very rich and sputters once the throttle is pressed.

I was hoping to find someone local to swap out a map sensor and the vac signal sensor but was not able to find anyone in the area so far.

If anyone can help let me know. Thanks

Did some testing with a multimeter and found the map giving me bad readings.
