hi, my 1995 toyota celica GT is starting up at 200 revs..is this normal as it gets colder outside or does it suggest a problem somewhere? can i turn the revs down or is that not a good idea. any help would be much appriciated.

the ecu will idle high when its COLD out. near freezing, to help the engine warm up and keep a steady idle.
