My Toyota trans has a bar in the middle of the axle hub on the passenger side what's that for?

I'm having trouble shifting into 3rd gear at high rpm. I can wide open throttle 1st and 2nd gear all the way to 7,000 rpm and then once I try to shift into 3rd gear it wont go in unless I drop the rpm to abou5 5,000 rpm. My clutch occasionally gets sticky and disengagement when leaving from first gear is very early. My gears to not grind at all.
I have changed my clutch fluid to Dot 3 about 5 months ago. So it is still semi clear. Do I need a new master cylinder or a new throw out bearing?? please help I have no clutch shatter either. So I'm pretty sure my throw out bearing is fine???
